Our main office is in Gettysburg, PA. We have branches in Chambersburg, Carlisle, and York, PA. But we can do a Zoom with you no matter where you or your case are located.
Steve lives in Adams County, but he was born and raised in Lancaster County and still has family there. Dave lives in Cumberland County. Tim in York County.
Where
When
We are open from 8am to 5:30pm, Monday through Friday. Except on Friday we normally cut out early, at 5pm. We are also in the office on Tuesday up until 8pm. You can book a call at the bottom of this page.
We are also available after hours to connect with potential clients. The best way to connect with us is by text message. You can do that by clicking/tapping the blue text icon on the right. The number is (717) 339-0011.
Why
We are the only criminal defense firm in the state with two Board Certified Criminal Trial Advocates. We earned our speciality certification from the National Board of Trial Advocacy, a PA Supreme Court approved agency.
We are the #1 pick of criminal defense firms for our local service area (in 2025). In other words, more people hire us than any other firm. Because of the number of cases we deal with, we know how things work. Ask around. People know who we are.
We prepare with you before court, not in court. We meet with you before the day of each court event. Common sense, right? Right. But go to court on any given day and take a look around. And you will see what we mean.

The #1 pick
Steve Rice Law is the #1 pick of criminal defense firms for our local service area as a whole (in 2025).
Our local service area includes Adams, Franklin, Cumberland & York counties.
In Adams County, we’re #1. By far. In Franklin, #1. In Cumberland, again, #1. In York, the top 5.
So what?
Time and time again, when people have to vote with their money to protect their freedom, they vote Steve Rice Law.
Also, because of the number of cases we deal with, we know how things work. We know the players and the system.
Ask around. People know who we are.

The only one with two
Throughout Pennsylvania, there are some 48,000 active attorneys. With no shortage of them who will tell you how good they are, how much they specialize.
But only 11 of those attorneys can say they are board certified criminal trial advocates. And only one, one firm, can say that they have two of them under the same roof.
The firm? Steve Rice Law. The attorneys? Steve Rice & Tim Barrouk.
So what?
So many of the qualifications out there are pay-to-play or based off the buddy system. Board certification requires a lot of trial experience before you can even apply.

Prep before court
We meet with clients before court. Not at court or in court. Not in the hallways just before court. We meet before the day of court, for each court event, we have a consultation, to help us prepare.
Sounds like common sense, right? Prepare in advance. Be ready on game day.
With Steve Rice Law, it’s part of the deal. It’s written into the contract. Our promise to you.
So what?
Too many of the people in our world do their homework in court. Not because they should. But because they have to. Or, worse yet, can.
Go to court on any given day. Take a look around. And you will see what we mean. Tell us we’re wrong.

Go anywhere technology
We have digitized our world. We are essentially paperless.
We are powered by world class cloud technology. Our apps help us stitch together our cases, contacts, events, and tasks. Manage our files. Call, text, and email. And conduct research.
Our apps work on our iMacs and Macbooks. But they also work on our iPads, even iPhones. The only thing that really changes is the screen size.
So what?
We are not tied down to a physical location. We can help you from wherever we are because we can carry our office with us in our iPads, wherever we go.
Too many of the people in our world are stuck in the past, swimming in paper, with most of their tools back at the office.
Again, go to court on any given day. Take a look around. You will see what we mean. Tell us we’re wrong.

So what’s the price? How much is it going to be? This much we can say: We are probably not the cheapest. But we think we are competitive for the run-of-the-mill-case.

Okay, I'm hearing you, but I'm not sure I can afford you. What do you charge for representation?
We have to be careful here because every case is different. But we understand that it helps to have some sense of what all of this is going to cost, at a minimum. Please understand that the prices can vary a lot, depending on the case. The prices here are not the maximum prices.
Check out the numbers above to see if they are in the ballpark of what you can afford. If they are, book a free consultation to get a more specific quote. That is part of the idea.
Hire us now.
Start with a formal consultation. At 10% off. Then get 10% off the fee for representation, if you want that.
Let’s talk first.
If you’re not ready to hire us yet, let’s start with a free consultation on the phone. You will get 5% off if you hire us during the call.
Book an intake call right here. Then we’ll get you on with the lawyer.

You are eligible for a free consultation if:
You are now charged with a misdemeanor or felony crime;
The case is in Adams, Franklin, Cumberland, or York County;
You want and can afford to hire a lawyer for representation; and
You book the free consultation right here (and not on the phone).
For your information, our minimum fees are above (i.e., $1500 for summaries, $3000 for misdemeanors, and $4500 for felonies).
If you can't afford to hire us or another lawyer, please consider applying for a public defender.
Thank you for the interest.
